About Us
As part of Corporate Property & Service Operations (CP&SO), you will be responsible for managing the safety and security of GE office facilities and new office projects in Eastern Europe including Russia-CIS countries. Provide advice and guidance to local and district site leads on all aspects of GE Environmental Health & Safety (EHS) & Security Crisis Management (SCM) requirements. Manage and oversee the local delivery of both EHS & SCM regional policy through the site contacts network.

Responsibilities currently encompass 13 offices in Russia-CIS (Russia (2), Ukraine, Kazakhstan (2), Azerbaijan) and Central/Eastern Europe (Austria, Bulgaria, Germany (2), Hungary, Israel & Romania). Further growth has been identified in Russia (3) & Turkmenistan and potentially other countries in 2011/12. Largest facility in Moscow comprises approx. 4,700m2 and 200 staff where GE is responsible for office maintenance, managing of contractors/service providers and implementation of a comprehensive EHS management system. Region currently covers 17,500 m2 leased space and ~750 tenants.

  • Meet EHS goals and objectives and SCM strategy across the region in support of the District Property managers (key themes being emergency response/fire protection, physical security, operational office safety).
  • Drive and support implementation of all corporate EHS and SCM programs and processes at multiple sites across the region by assisting District Property managers develop EHS & SCM site delivery plans.
  • Support, mentor and train site EHS-SCM coordinators, office managers and facility managers implementing compliance, frameworks and management systems at sites (many of whom are from non-technical backgrounds with limited EHS/SCM experience).
  • Manage and conduct EHS/SCM compliance and framework audits and reviews necessary to meet company and local compliance requirements to reduce risk and liability.
  • Supervise local EHS Compliance service (outsourced EHS consultant(s)) for Russia and CIS in support of GE Russia and GE International legal entities.
  • Ensure that EHS and SCM tasks specified in the Compliance Calendars are undertaken and completed within specified time-frames to identify un-mitigated risks and agree mitigation strategy.
  • Drive implementation of induction programs for local employees and contractors/service companies in basic EHS/SCM awareness and GE/local rules, as appropriate and where needed in addition to existing digitized training.
  • Utilize digital tools to manage EHS and SCM programs and co-ordinate new EHS and SCM initiatives to ensure compliance with goals, objectives and required metrics, planning and scheduling deadlines.
  • Assist sites and District Managers with development of EHS and SCM delivery plans section and annual operations budgets.
  • Liaise with and support project/facility managers to ensure all construction, fit-outs, and contractor-related projects are conducted in accordance with corporate contractor safety program and regulatory requirements.
  • Support EHS and Security due diligence for lease transactions (e.g., new leases, lease exits, renewals, expansions, layout optimizations, etc.), including EHS building audits and design reviews (for office fit-outs).
  • Undertake security assessments and develop security options to mitigate identified risks in respect of new sites or annual assessment.
  • Deliver Business Continuity & Crisis Management training to sites, ensuring that plans are current, up-to-date and proven.
  • Participate in the project team for the establishment of new offices.

    You will work closely with the Eastern Europe Regional Property manager and the Russia-CIS, Central Europe District Property managers and the Center of Excellence team in the UK. You will have to liaise with local business managers and EHS and SCM teams across the businesses in the region to achieve your objectives. The role is heavily focused on operational delivery, which will require a hands-on approach.

    Role Summary/Purpose
    Basic Requirements:

  • University: BTech/National Higher diploma in Occupational H&S Management, Engineering, Environmental Health, or related Science (or combination of appropriate recognised EHS courses and additional EHS work experince)
  • 5 years of professional experience in EHS management (preferably in a both office and industrial sites across multi-sites/countries)
  • 3 years of practical experience in Security, Crisis Management and/or business continuity
  • Knowledge of EHS regulations in Russia (RF Labor Code, Federal law on Fundamental Principles of Labor Safety, General regulations on process safety) and Europe (EU regulations)
  • Experience with ISO/OHSAS quality management systems or similar
  • Experience in designing and/or managing security systems
  • Fluency in English and Russian (speaking, reading and writting)
  • Experience in managing third party delivery

    Eligibility Requirements:

  • Must be available 24 hours a day, 7 days a week to respond to EHS/SCM-related crises/emergencies.

             Desired Qualifications:

  • Auditing qualification at a recognised institution (e.g., ISO 9001:2000, ISO 14001, OHSAS 18001)
  • Knowledge of other CIS country EHS regulations
  • Recognised academic/professional qualification in Security & Risk Management
  • Proficiency in other European or CIS languages
  • Good organizational, project management and analytical skills
  • Good interpersonal, influencing, communication and presentation skills with ability to both communicate and train staff/tenants and also communicate at senior level
  • Culturally aware
  • Independent thinker, capable of identifying emerging issues and recommending appropriate mitigation
  • Ability to self-manage/motivate and independently drive performance in a challenging environment
  • Needs to be confident and display enthusiasm and energy for EHS & Security. Must have a ‘can-do’ attitude.
  • Demonstrated ability to deliver against measurable goals
  • Ability to organize and focus teams, tasks and requests and manage sites/teams remotely. Project management skills would be advantageous.
  • Understanding of GE EHS Tools: GenSuite, Frameworks, Measurements Reporting**-
  • Demonstrated VPP/GS Experience**
  • Green Belt Certified **
